A full professor at the NOVA Information Management School (IMS) of Universidade Nova de Lisboa, he is a researcher at MagIC – Information Management Research Center and a senior expert for the European Commission in the areas of statistical methods and sampling techniques.

He holds a Ph.D. and is a Full Professor of Statistics. He is active in teaching, research, consulting, and training for national and international institutions, specializing in statistics, information management, survey methodologies, and data science. He is the author of a vast body of scientific work and a regular contributor to national and European organizations in the field of official statistics and data analysis.

He chaired the Scientific Council of NOVA IMS (2010–2023) and is currently the coordinator of the NOVA Data-Driven Public Policies Lab, a center of excellence dedicated to developing more effective and efficient public policies, driven by information management and data science.

In 2011, he joined the Organization for Economic Cooperation and Development (OECD), where he currently serves as a policy analyst in the Directorate for Science, Technology, and Innovation. He coordinates various projects related to innovation policy aimed at addressing societal challenges, notably a study on the design and implementation of Mission-Oriented Innovation Policies (MOIP) and a project on the role of research and technology organizations in transitions toward sustainability.

He was a researcher in the economics of innovation at the University of Bordeaux, INSEAD (Fontainebleau), and RIETI (Tokyo). He led several evaluations of public policies in the areas of research, innovation, and higher education.

Geographer, Full Professor at the University of Évora. Member of the Lisbon Academy of Sciences. From 2021 to May 2026, Director of the CHANGE Associated Laboratory—Institute for Global Change and Sustainability, which brings together three research units and 330 researchers. Founder and first coordinator of the Living Lab for the Regeneration of the Montado, which brings together entities from across the research and innovation ecosystem in the agroforestry sector in southern Portugal. She served as Coordinator of the Chair of Soil Science at the University of Évora. She is also a member of the expert panel established by the European Commission to support and guide the implementation of the Horizon Europe Soil Mission. She has direct experience in fostering systemic linkages between academia, businesses, industry associations, and government in the agroforestry and land management sectors.
