Professor of Planning, Urbanism, and the Environment; researcher and director of the Center for Innovation in Territory, Urbanism, and Architecture at the Instituto Superior Técnico – University of Lisbon. She is the author of the Strategic Environmental Assessment methodology, which incorporates strategic thinking for sustainability; she is also an international consultant and university professor specializing in strategic assessment for sustainability in both the public and private sectors.

He served as President of the International Association for Impact Assessment (IAIA) and received the IAIA2015 Lifetime Achievement Award for his international contributions to the theory, education, and practice of environmental impact assessment.

She is the scientific coordinator and author of the ST4S methodology—Strategic Thinking for Sustainability—which provides the framework for the strategic and participatory evaluation process regarding national research and innovation priorities, as part of the creation of the Agency for Research and Innovation (AI²).

 

She previously served as Executive Director of Business at UPTEC—the University of Porto’s Science and Technology Park—where she led efforts to foster connections between startups, universities, and companies. She was responsible for developing acceleration programs, supporting the creation of technology companies, and attracting investment. She has direct experience in growing innovation ecosystems and transferring knowledge to the market.

He holds a Ph.D. in Agricultural Engineering, with a specialization in Rural and Natural Resource Economics, from the Higher Institute of Agronomy at the Technical University of Lisbon. He is a professor at the School of Agronomy of the Polytechnic Institute of Bragança, teaching courses in Agricultural Economics and Rural Sociology.

He served as President of the Portuguese Society for Rural Studies (2003–2007), Chair of the Board of Directors of the School of Agriculture at the Polytechnic Institute of Bragança (1999–2005), and Vice President of the Polytechnic Institute of Bragança (2006–2018).

He has served as President of the Polytechnic Institute of Bragança since 2018 and also serves as a member of the Coordinating Council of Polytechnic Institutes (CCISP).

 

He holds a Ph.D. in Computer Science from the University of Wisconsin-Madison, is a visiting professor at the University of Lisbon – IST, a member of schedule World Economic Forum’s schedule Innovators schedule , and has served as a visiting professor at Carnegie Mellon University (U.S.) and as a Fulbright scholar.
Drawing on his experience in academia and research, he helped develop Feedzai’s RiskOps platform, which is designed to combat financial fraud and is a leader in the industry. He is the co-author of more than 100 scientific articles and more than 90 patent applications.

 

A full professor at the NOVA Information Management School (IMS) of Universidade Nova de Lisboa, he is a researcher at MagIC – Information Management Research Center and a senior expert for the European Commission in the areas of statistical methods and sampling techniques.

He holds a Ph.D. and is a Full Professor of Statistics. He is active in teaching, research, consulting, and training for national and international institutions, specializing in statistics, information management, survey methodologies, and data science. He is the author of a vast body of scientific work and a regular contributor to national and European organizations in the field of official statistics and data analysis.

He chaired the Scientific Council of NOVA IMS (2010–2023) and is currently the coordinator of the NOVA Data-Driven Public Policies Lab, a center of excellence dedicated to developing more effective and efficient public policies, driven by information management and data science.

Plenary Session 1: Priorities for Science and Innovation

 

In 2011, he joined the Organization for Economic Cooperation and Development (OECD), where he currently serves as a policy analyst in the Directorate for Science, Technology, and Innovation. He coordinates various projects related to innovation policy aimed at addressing societal challenges, notably a study on the design and implementation of Mission-Oriented Innovation Policies (MOIP) and a project on the role of research and technology organizations in transitions toward sustainability.

He was a researcher in the economics of innovation at the University of Bordeaux, INSEAD (Fontainebleau), and RIETI (Tokyo). He led several evaluations of public policies in the areas of research, innovation, and higher education.
